This week, DBDH carried out a two-day study tour and district heating seminar in Chisinau, Moldova. The event gathered representatives from the Ministry of Energy, Termoelectrica, CET-Nord, Danish companies, financial institutions, and international partners for a focused exchange on how Moldova can accelerate the modernisation of its heating sector.
Modernisation efforts in practice
The programme began with a full technical site tour hosted by Termoelectrica, including presentations from management, a visit to the upgraded water pumping station, the CHP1 plant, and a housing area connected to the system. These visits provided a concrete look into the major refurbishment efforts already underway – and the significant potential for further optimisation and decarbonisation.
Shared commitment to Moldova’s heating transition
The seminar opened with remarks from the Ministry of Energy, the Embassy of Denmark, Cogen Romania, and DBDH – underlining a shared ambition to strengthen district heating as a strategic pillar of Moldova’s energy security and climate agenda.
Energy efficiency and the Danish model
Lars Gullev highlighted how Denmark achieved its current efficiency levels through long-term strategy, clear regulation, and continuous optimisation. The message was straightforward: efficiency must be treated as an energy source in its own right.
Mihai David elaborated on Denmark’s systemic design principles, including common standards, transparent heat planning, and coordinated investment cycles – elements relevant for Moldova as it restructures its heating sector.
Termoelectrica and CET-Nord
Termoelectrica’s Chief Engineer, Alexandru Buruiană, presented ongoing and planned projects aimed at increasing reliability, automation, and energy efficiency. CET-Nord’s director, Marian Brînza, outlined the Balti municipality’s long-term strategy and its focus on international cooperation to secure a sustainable future heating system.
Financing and international support
EBRD’s representative, Olga Mereuta, described the bank’s tools for supporting low-carbon district energy, including modernisation loans, risk mitigation instruments, and frameworks for accelerating green investments.

The seminar concluded with structured B2B matchmaking sessions, enabling Moldovan stakeholders and Danish companies to discuss concrete next steps, explore technical concepts, and identify opportunities for future cooperation.

The event demonstrated that Moldova stands at an important moment: with modernisation underway and high motivation for improvement, targeted investments and smart planning can rapidly raise efficiency, integrate low-carbon solutions, and strengthen system resilience.
