The delegation visit is organized by the DBDH in cooperation with the Royal Danish Embassy in Ukraine and will bring together 16 key representatives from Ukrainian municipalities and district heating utilities.
Ukraine’s district heating sector is among the largest in Europe, serving more than 100 cities and supplying heat to over 100,000 buildings. Before the full-scale invasion, more than 70% of heat production relied on natural gas, creating structural dependence on imports and exposure to price volatility.
Since 2022, the war has caused severe damage to boiler houses, CHP plants, and distribution networks. Utilities have been forced to operate in emergency recovery mode, focusing on restoring heat supply under extremely challenging conditions. At the same time, the need for modernization has become urgent and unavoidable.
Yet the crisis has also created a historic opportunity.
Billions of euros in international financing have been mobilized for Ukraine’s recovery through EU mechanisms and international financial institutions, including the EIB, EBRD, NEFCO, EIFO, and IFDK. Recently, the Danish export credit fund EIFO announced an additional Ukraine facility, allocating DKK 1.5 billion in 2026, with the possibility of a grant component of up to 40% for public projects.
Ukrainian municipalities are now actively preparing strategically grounded, replicable district heating projects to reduce fossil fuel dependence and accelerate the transition to renewable energy.
On 17 March, the program opens with a thematic seminar and B2B workshop focusing on the most relevant modernization topics. Ukrainian representatives will present their development plans and outline specific areas for cooperation with Danish companies.
From 18–19 March, the delegation will participate in site visits to Danish district heating facilities covering. The visit provides a unique platform for direct dialogue, knowledge exchange, and partnership building between Ukrainian cities and Danish technology providers.
Ukraine’s reconstruction and modernization of its district heating systems will span many years. Early engagement with municipalities now preparing investment-ready projects is essential for companies seeking to position themselves in this growing market.
Denmark is internationally recognized for its integrated and efficient district heating systems. By connecting Ukrainian recovery ambitions with Danish expertise, the visit aims to foster long-term cooperation that supports both sustainable energy transition and economic partnership.
