BEST PRACTICES FOR PLANNING AND CONSTRUCTING DH NETWORKS IN EUROPE

This project identifies the most effective planning and construction practices for new and expanding district heating networks across Europe. Based on eight real-world case studies, the study distils concrete, transferable lessons for municipalities, utilities, and project developers. The findings provide clear guidance for delivering future-proof, efficient, and socially accepted thermal networks.

A structured approach to understanding what makes DH projects succeed

The project reviewed eight district heating developments in Denmark, Belgium, Latvia, the Netherlands, Italy, Germany, Poland, and Spain. Each case represented different regulatory settings, heat sources, ownership models, and maturity levels. Across these diverse examples, the study analysed how planning decisions, governance structures, business cases, and stakeholder engagement shaped project outcomes.

Interviews with utilities and municipalities formed the core evidence, complemented by document reviews and validation workshops. This allowed the project team to identify common patterns of success and to test findings directly with practitioners.

Planning strong foundations for reliable district heating systems

Planning emerged as the single most decisive factor across all cases. Successful projects began with clear identification of large anchor consumers, such as public buildings or industrial sites, ensuring early revenue stability. They also prioritised locally available renewable and waste heat sources to secure long-term competitiveness and resilience.

Utilities and municipalities that invested time in coplanning, particularly coordination with water, electricity, and sewage utilities, reduced construction disruption and avoided costly rework. A transparent distribution of risks, responsibilities, and decision authority further ensured that planning decisions translated into smoother implementation.

Governance and stakeholder involvement as key enablers

The study shows that inclusive governance structures consistently strengthen district heating outcomes. Municipalities with clear long-term heat strategies created predictable investment conditions and aligned local stakeholders around a shared direction.

Early stakeholder engagement, including public information meetings and oneonone dialogue with building owners, proved essential to building trust and reducing connection barriers. Removing upfront investment barriers, such as offering leasing models for delivery sets, helped increase customer uptake. The cases also show that supportive national and local policies, combined with efficient municipal permitting, dramatically improved project momentum.

Efficient, lowrisk construction through clear coordination

During construction, the most effective projects maintained close collaboration between utilities and contractors. Using best available technologies allowed systems to balance investment costs with long-term efficiency. Lowertemperature network design was consistently highlighted as a future-proof strategy, enabling integration of diverse heat sources and reducing operating costs.

Project teams that anticipated construction “hiccups,” such as ground conditions or supply chain delays, managed them more successfully by embedding clear responsibility packages and contingency planning. Scheduling disruptive works outside the heating season and phasing construction in urban areas helped maintain public support.

Validation and general applicability across Europe

The project’s best practice list was validated by interviewees and a global stakeholder survey. Most practices scored highly in perceived usefulness. While no single practice applies universally, the study stresses that careful planning, structured collaboration, and open communication repeatedly underpin successful DH development.
Overall, the findings form a practical reference catalogue that can be applied at different stages of planning and construction, regardless of national context.
