UKRAINE – DENMARK DISTRICT HEATING HUB

Supporting early engagement of Danish companies in Ukraine’s energy reconstruction

by Linda Bertelsen
Energy Hub - Supporting early engagement of Danish companies in Ukraines energy reconstruction

The UKR-DK DH Hub is a cooperation platform designed to support Danish companies engaging with Ukraine’s energy sector by providing access to knowledge, dialogue, and practical insight. Through the Hub, companies gain a deeper understanding of the market context, stakeholder landscape, and emerging needs across the sector, while connecting with a broad network of Ukrainian partners, including 400 district heating utilities, municipalities, and key actors.

Commencing on 1 July 2026, the UKR-DK DH Hub offers Danish companies the opportunity to sign up for one‑year participation within a common framework that helps prepare participants for future reconstruction efforts.

Laying the groundwork for Ukraine’s energy reconstruction

The war has caused extensive damage to Ukraine’s energy infrastructure, creating a substantial need for future reconstruction across cities and municipalities. As attention gradually shifts toward recovery, there is a growing need for early planning, coordination, and technical preparedness. In this context, Danish companies now have a chance to step in and apply their experience in district heating, energy planning, and efficient energy systems. By engaging early and in a coordinated manner, Danish companies can contribute constructively to shaping sustainable and resilient solutions as reconstruction efforts move forward.

Focus areas: From preparation to readiness

The UKR-DK DH Hub is structured around three interconnected focus areas that together support a comprehensive engagement process for Danish companies.

  • District Heating utilities
The Hub works directly with Ukrainian district heating utilities to strengthen institutional and technical capacity and support long-term planning based on Danish experience, approaches, and technologies. Through knowledge sharing, thematic exchanges, and advisory support, utilities can develop realistic modernization pathways, improve system performance, and prepare resilient, energy-efficient investment projects.
  • International financial institutions
The Hub facilitates dialogue with international financial institutions that finance district heating projects in Ukraine and shape future support and investment programmes. These exchanges give Danish companies insight into financing priorities, project pipelines, procurement frameworks, and the technical requirements likely to influence upcoming modernization initiatives.
  • General contractors
The Hub builds connections with general contractors that participate in tenders and carry out the physical construction and modernization of district heating infrastructure in Ukraine. Engagement with these contractors helps Danish companies understand tendering and delivery models, identify opportunities to contribute technologies and expertise, and develop partnerships for implementing reconstruction projects on the ground.

Participation in the UKR-DK DH Hub enables a structured and forward‑looking approach to engagement with Ukraine’s district heating sector, resulting in a set of clear benefits:

  • Deep market integration and navigation: Danish companies become closely integrated into Ukraine’s district heating market, gaining a clear understanding of the key stakeholders, processes, project pipelines, financing mechanisms, tendering procedures, and practical pathways for navigating the sector.
  • Reduced market‑entry risk: a coordinated approach supported by shared insights and DBDH’s experience in the market.
  • Collective Danish visibility: stronger positioning through a unified Danish platform and coordinated representation.
  • Long‑term positioning and partnerships: relationship building and partnership development within a shared cooperation framework.
  • Preparedness for the Big Day: improved readiness and credibility when reconstruction activities accelerate following a peace agreement.
